What it is

A claims library is a set of pre-approved statements that teams reuse instead of rewriting the same assertion from scratch each time. Reuse is not necessarily word-for-word. In Veeva Vault PromoMats, which documents the pattern under Text and Claims Management, a claim record carries a match text and may hold recorded variations of it — up to nine per record — and the system links both exact and near matches. Exact matches are linked automatically by default, and near ones arrive as suggestions a reviewer accepts or rejects. An administrator can switch the automatic linking off, in which case every match arrives as a suggestion instead. Each entry keeps its own reference links, which can be whole documents or anchors within them, so a piece of collateral carries a traceable line back to what was approved.

Why it matters

The benefit is not consistency for its own sake — it is that a single correction propagates. Each entry records the document versions it has been linked on, so when one entry changes, everything built from it is identifiable, which turns a re-audit of every asset into a targeted update of the few that used the changed claim. The tooling that documents this pattern sits in regulated promotional review, where material goes through an MLR check before release; the mechanics apply anywhere claims are repeated across surfaces.
